Sealed bids for the above Work located at Lehman College, 250 Bedford Park Boulevard West, Bronx, New York 10468 will be received by DASNY at its office located at 515 Broadway, Albany, NY 12207. Each bid must be identified, on the outside of the envelope, with the name and address of the bidder and designated a bid for the Project titled above. When a sealed bid is placed inside another delivery jacket, the bid delivery jacket must be clearly marked on the outside “BID ENCLOSED” and “ATTENTION: CONSTRUCTION CONTRACTS – DOMINICK DONADIO.” DASNY will not be responsible for receipt of bids which do not comply with these instructions.
All individuals who plan to attend pre-bid meetings or bid openings in person will be required to complete and present a DASNY Visitor Covid-19 Screening Questionnaire, present government-issued picture identification and proof of vaccination to building security officials and obtain a visitors pass prior to attending the bid opening. The questionnaire and all instructions are located after Section 19.0 of the Information for Bidders.
Individuals and entities submitting bids in person or by private delivery services should allow sufficient time for processing through building security to assure that bids are received prior to the deadline for submitting bids.

1) Apex Plaza
Apex is a two-story physical education facility constructed in the early 1990s. There is an entry plaza located at the ground level of the main entrance of the campus (Gate 7) and through the breezeway of Apex. Below the plaza are men’s and women’s locker rooms, shower, and lavatory rooms. The northern section of the plaza between Gate 7 and Apex has pavement on grade. the existing plaza construction consists of Asphalt pavers (a large portion of existing pavers has been replaced with asphalt paving (blacktop). Chronic leaks have been reported by the College, and evidence of water infiltration was observed on the underside of the plaza.
The plazas’ existing waterproofing system, including the pitched concrete infill slab, should be completely removed down to the existing structural concrete deck. Replaced with a new waterproofing system including a cold liquid-applied waterproofing membrane. The existing plaza paving materials will be replaced with a new combination of concrete topping slab and asphalt pavers. As part of the complete system replacement, all existing plaza drains will be removed and replaced. Additionally, the perimeter base flashing will be replaced, and raised if required, along with new sheet metal counter flashing.
2) CMU Trellis (Artwork)
Existing CMU Artwork: At the south end of the Entry Plaza, a section of the main campus walk that runs north-south is covered by a trellis constructed of concrete masonry units (CMU). The CMU structure is an artwork, designed by Jackie Ferrara and constructed when Apex was built. Construction of the artwork consists of stack-bond CMU with steel reinforcement. The north section of this artwork extends and rests on the Entry Plaza. The existing CMU artwork is in deteriorating condition. The College prefers to restore the existing artwork in-place. Restoration of existing CMU artwork includes, but not limited to, the following work: Remove and replace concrete walkway. Remove and replace damaged CMUs with new to match existing, reinforce underlying steel structure where required, remove, and replace all joint sealants, and repoint deteriorated mortar joints.
The Dormitory Authority of the State of New York (“DASNY”) has determined that its interest in obtaining the best work at the lowest possible price, preventing favoritism, fraud and corruption, and other considerations such as the impact of delay, the possibility of cost savings advantages and any local history of labor unrest are best met by use of a Project Labor Agreement (“PLA”) on this Project. The successful low bidder, as a condition of being awarded this Contract, will be required to execute the PLA described in the Information for Bidders and included in the Contract Documents. See Section 18.0 of the Information for Bidders of the Contract Documents for additional information. All subcontractors of every tier will be required to agree to be bound by the PLA.

Founded in 2018, US Aerials & Equipment (“USAE”) is an independently owned and family-operated equipment provider in the New York Metro area. We rent out aerial work platforms, such as scissor lifts, boom lifts, and atrium lifts, as well as construction equipment. We deliver equipment 24/7 in the New York Metro area and beyond. Our focus is on customer service, while offering a high-quality diverse fleet of aerial lifts and rental equipment to meet the needs of any type of project. Born and raised in New York City, Terrance Weber, the sole owner and CEO, has nearly 20 years of experience in the aerial lift and construction equipment rental industry. Terrance has worked with New York City’s largest equipment renters, including contractors working with concrete, structural steel, electrical, curtain wall, plumbing, spray-on fireproofing, mechanical, drywall, and carpentry, on jobs ranging from stadiums and arenas to conventions and event spaces, as well as for theatrical and movie production companies.
