DASNY Completes $9.5 Million Financing to Transform Historic Shelter Island Library

Historic Institution Embarks on Sustainable Modernization with State-of-the-Art Amenities 

SHELTER ISLAND, NY – The Dormitory Authority of the State of New York (DASNY) has financed a $9.5 million transformation of the Shelter Island Public Library, expanding the 1965 building by approximately 4,500 square feet. This marks the first major renovation in the 138-year history of this community institution.

The renovation includes:

  • New flexible community space for gatherings and programs
  • Dedicated teen and children's spaces
  • Quiet reading areas
  • Repairs to or replacement of the roof, windows, HVAC, lights, and bathrooms
  • Upgraded elevator and exterior lighting
  • Additional parking to improve access
  • Enhanced safety features and energy efficiency improvements
  • Sustainable energy additions including solar panels and EV charging stations


"This financing approach proves that small communities can build big projects," said DASNY President Robert J. Rodriguez. "The tax-exempt bonds will help Shelter Island create a library that works for everyone – from children to seniors. Our work here shows how infrastructure investments can reshape communities across New York State, supporting Governor Hochul's push for sustainable, climate-smart development."

The renovation will blend environmental stewardship with community needs. Solar panels and EV charging stations will cut energy costs, while improved wastewater systems will protect the island's groundwater. New insulation and ventilation systems will reduce the building's carbon footprint while improving air quality for patrons.

"We designed this library around how people learn and connect today," said Library Director Terry Lucas. "Our teens need digital workspaces. Our year-round residents need meeting rooms. Our summer visitors need quiet spots to work remotely. This building will adapt as our community's needs change."

The library anchors daily life on Shelter Island, where 2,500 year-round residents rely on ferries to reach the mainland.

"The modernization of Shelter Island Public Library represents smart investment in our region's future," said State Senator Anthony H. Palumbo. "Beyond providing essential educational resources, this project incorporates sustainable design that protects our island ecosystem while creating construction jobs and enhancing a cultural institution that serves both year-round and seasonal residents."

The project's funding comes through bonds backed by local tax revenue, with protections in place to ensure stable funding for both the library's operations and its new building. This marks the first time DASNY has partnered with Shelter Island Public Library to finance improvements. The bonds were sold to investors on February 19 and closed on March 4.

Site work is set to begin within the next two weeks, with full construction commencing as weather permits.
