The Dormitory Authority State of New York (DASNY) is seeking Expressions of Interests (EOI) from Construction Management firms to provide design phase, bid phase, construction phase and administration of general conditions for the renovation of approximately 400,000 square feet, including the construction of site infrastructure and utilities, for Buildings 39 and 77 at the NYS Office of Mental Health’s Central New York Psychiatric Center located at 9005 Old River Road, Marcy, NY. The estimated construction budget for this project is $112 million. It is anticipated the renovation will include the abatement of hazardous materials and the replacement of approximately 1,450 windows, mechanical, electrical, plumbing, fire protection and roofing systems. Program spaces within the scope of renovations include patient/ resident medical services, bedrooms, common spaces, dining facilities and staff spaces. The buildings will be occupied throughout the entire duration of construction. A phasing plan has been developed to relocate patients and staff to unoccupied wards within Building 39 with the objective of moving occupants to renovated space in a single move. The anticipated start date of construction is June 2021, with completion anticipated in September 2026.
Interested firms must possess substantial experience on major capital projects for both new construction and renovations specifically involving mental health, mental health residential and healthcare programs with a construction value greater than $100 million. Prior experience involving LEED certified projects and the use of Building Information Modeling Software (BIM) is also required. It is anticipated that BIM services will be performed on this project in accordance with DASNY’s Building Information Model Standards Manual (http://www.dasny.org/construc/forms2/Downloads/DASNY_BIM_Manual_2013-12-30.pdf).
DASNY contributes to the economic development of New York State by assisting and supporting Minority and Women Owned Business Enterprises and Service Disabled Veteran-Owned Businesses (MWBE/SDVOB) through its procurement process. As part of this EOI, and consistent with Article 15A and 17B of the Executive Laws, DASNY strongly encourages all firms to submit proposals that utilize partnerships, joint ventures or sub-consultant arrangements with New York State certified MWBE & SDVOB firms for this procurement. It is the goal of DASNY to encourage participation by qualified and certified Minority, Woman-Owned-Business Enterprises (MWBES) and Service-Disabled Veteran-Owned Businesses (SDVOBS) as part of your team with meaningful roles to the maximum extent practical and consistent with legal requirements.
Firms interested in responding to this solicitation must submit eight (8) copies of an EOI to the contact noted below no later than 5:00 pm on August 30, 2019. EOI’s received after this date will not be considered. EOI’s must include the following information in the same tab order as described below:
Tab 1 – Provide a cover letter with your firm’s name, address and telephone number along with the name, title, telephone number and email address of the individual within the firm who will be DASNY’s primary contact concerning this EOI.
Tab 2 – Provide your firm’s proposed project team including resumes.
Tab 3 – Provide five (5) recent projects completed by your firm that were similar in size, scope and complexity. For each project provide: the project name, cost of construction, a description of specific services performed by your firm and the construction start and completion dates.
Tab 4 – Provide a list of projects that your firm was directly involved in where LEED certification was achieved.
Tab 5 – Provide a list of projects that your firm was directly involved in where Building Information Modeling Software (BIM) was used.
Tab 6 – Provide a brief summary describing why your firm would be the best choice to provide construction management services for this project.
Please note that while no final determination has been made at this stage, the aspirational goals for the proposed contract are 2% MBE, 2% WBE, or 4% Combined MWBE and 2% SDVOB. The goals refer to the percentage of utilization of your M/WBE and SDVOB sub-consultants. Explain firm’s anticipated approach to maximizing M/WBE and SDVOB participation in both the design and construction phases of the Project and provide summaries showing the firm’s and the subconsultants performance meeting M/WBE and SDVOB goals on past projects.
Provide a NYS Vendor Responsibility Questionnaire For-Profit Construction (CCA-2) Form loosely. Do not include this form in your EOI. DASNY recommends that all firms file the required Questionnaire online via the New York State VendRep System and only provide a copy of the certification page to DASNY. To enroll in and use the New York State VendRep System, see the VendRep System Instructions available at http://www.osc.state.ny.us/vendrep/index.htm or go directly to the VendRep System online at https://portal.osc.state.ny.us.
Pursuant to Executive Order No. 170.1 – Uniform Guidelines for Responsibility Determinations, Executive Order No. 125 – NYS Vendor Responsibility Questionnaire and Executive Order No. 192 – Continuing Vendor Integrity, DASNY may only award a contract to a responsible proposer. A responsible proposer must have the integrity to justify the award of public dollars and the capacity to perform the requirements of the contract fully. The proposer must file a vendor responsibility questionnaire with DASNY. The questionnaire provides the proposer an opportunity to self-disclose any issues and provide necessary information, which DASNY will use as part of its determination.
Based on the information received, the firms deemed qualified by review of their respective EOI’s will be short-listed and issued a request for proposal (RFP). Once selected, the short-listed firms will be posted on DASNY’s website.
In accordance with State Finance Law § 139-j and § 139-k, this solicitation includes and imposes certain restrictions on communications between Dormitory Authority personnel and an Offerer during the procurement process. Contacts made to other Dormitory Authority personnel regarding this procurement may disqualify the Offerer and affect future procurements with governmental entities in the State of New York. In addition, business entities proposing to provide professional engineering services must obtain a Certificate of Authorization to Provide Engineering Services in New York State from the State Education Department.
