The Dormitory Authority of the State of New York (DASNY) intends to procure an external quality assessment of DASNY’s Internal Audit Activity (IA Activity) at its corporate headquarters located in Albany, NY. The Internal Audit department consists of five professionals, including the Director. The Director of Internal Audit reports administratively to the President of DASNY and functionally to the Board of Directors through the Chair of the Audit Committee. In accordance with the Public Authorities Law, Section 2879 and the New York State Executive Law, Article 15-A, this opportunity is a Discretionary Purchase and is solely intended for small businesses and certified MWBEs.

 

The qualified, independent firm selected will be required to perform the following scope of work for the IA Activity: (1) assess the IA Activity’s conformity with the Institute of Internal Auditor’s, “International Standards for the Professional Practice of Internal Auditing” and Code of Ethics; (2) evaluate the IA Activity’s efficiency and effectiveness in carrying out its mission as set forth and expressed by DASNY’s Board of Directors and executive management; (3) identify opportunities to enhance the IA Activity’s management of resources and work processes as well as its value to DASNY; and (4) provide an opinion, in a written report, and communicate the results to executive management and the board upon completion of the assessment. The anticipated timeframe for completion of the assessment is no sooner than 30 days after contract award.

 

Independent firms interested in responding to this solicitation must submit one (1) electronic copy of their proposal in PDF format (thumb drive media only) along with one (1) hard copy of their proposal to the contact noted below no later than 5:00 p.m. on May 24, 2019. Proposals received after this date will not be accepted. Proposals must include the following information in the same number order as described below.

 

1.  The name, title, telephone number and email address of the individual within the firm who will be DASNY’s primary contact concerning this Proposal.

2.  The memberships and credentials of the review team.

3.  A list of relevant experience including government internal audit experience and recent projects of similar size and scope. Firms must demonstrate competence in the professional practice of internal auditing and the external assessment process by meeting the requirements of an external assessor as defined in Standard 1312 of the “International Standards for the Professional Practice of Internal Auditing.”

4.  A detailed pricing sheet including estimated hours, billing rates and any additional expenses.

5.  A detailed description of your firm’s approach (technically and administratively) to preforming the required scope of work.

6.  A detailed work plan and schedule of deliverables.

7.  A statement indicating there are no conflicts of interest between your firm or individuals in your firm and DASNY.

8.  Three (3) recent references with contact information and phone numbers.

9.  A statement indicating if selected for a contract your firm will submit original insurance certificates (Professional Liability, General Liability, Automobile, Excess Liability, Workers Compensation, New York Disability) and any other coverage as required. Failure to supply original certificates will result in our inability to execute your contract.

10.  A NYS Vendor Responsibility Questionnaire. DASNY recommends that all firms file the required Questionnaire online via the New York State VendRep System and only provide a copy of the certification page to DASNY. To enroll in and use the New York State VendRep System go to  http://www.osc.state.ny.us/vendrep/index.htm.

Pursuant to Executive Order No. 170.1 – Uniform Guidelines for Responsibility Determinations, Executive Order No. 125 – NYS Vendor Responsibility Questionnaire and Executive Order No. 192 – Continuing Vendor Integrity, DASNY may only award a contract to a responsible proposer. A responsible proposer must have the integrity to justify the award of public dollars and the capacity to perform the requirements of the contract fully. The proposer must file a vendor responsibility questionnaire with DASNY. The questionnaire provides the proposer an opportunity to self-disclose any issues and provide necessary information, which DASNY will use as part of its determination.
