The Dormitory Authority State of New York (DASNY) is seeking Expressions of Interests (EOI) from Construction Management firms to provide design phase, bid phase, construction phase and administration of general conditions for a new secure 275 bed adult inpatient forensic replacement hospital at NYS Office of Mental Health’s Mid-Hudson Forensic Psychiatric Center located at 2834 NY-17M, New Hampton, NY 10958. The estimated construction budget for this project is $280 million. The project will also address, site utility infrastructure improvements, parking requirements, vehicular and pedestrian traffic flow and site perimeter security fencing.
Interested firms must possess substantial experience on major capital projects for new construction specifically involving forensic and/or behavioral health, forensic and/or behavioral health residential and healthcare programs, and secured facilities with a construction value greater than $150 million and with projects with phased construction over several years while the existing facility is occupied. Prior experience involving LEED certified projects and the use of Building Information Modeling Software (BIM) is also required. It is anticipated that BIM services will be performed on this project in accordance with DASNY’s Building Information Model Standards Manual.
DASNY contributes to the economic development of New York State by assisting and supporting Minority and Women Owned Business Enterprises (MWBEs) and Service Disabled Veteran-Owned Businesses (SDVOB) through its procurement process. As part of this EOI, and consistent with Article 15A and 17B of the Executive Laws, DASNY encourages all firms to consider submitting proposals that utilize partnerships, joint ventures or other similar arrangements with a New York State certified MWBE/SDVOB firm on this contract. Firms interested in responding to this solicitation must submit one (1) electronic and ten (10) double sided hard copies of an EOI to the contact noted below no later than 5:00 pm on January 7, 2020. EOI’s received after this date will not be considered. EOI’s must include the following information in the same tab order as described below:
Tab 1 (Limit 1 Page) Provide a cover letter with your firm’s name, address, and telephone number along with the name, title, telephone number and email addresses of the individual within the firm who will be DASNY’s primary contact concerning this EOI.
Tab 2 (Limit 2 Pages Not Including Resumes) Provide a description of your firm’s organization, team makeup including subconsultants and the resumes of partners, principals, associates and other key staff proposed to provide services to DASNY, with emphasis on mental health, residential and forensic healthcare program facilities.
Tab 3 (Limit 15 Pages) Provide five (5) project examples of your firm’s experience providing similar services for comparable projects of similar size, scope and complexity as this project. For each project example provide: the project’s official name, cost of construction, a description of specific services performed by your firm, specific services performed by affiliated representative or sub-consultant and the construction start and completion dates.
Tab 4 (Limit 2 Pages) For each project example, provide a client reference with contact information and phone number.
Tab 5 (Limit 2 Pages) Provide the following if submitting a joint proposal: (i) the type of relationship between the two firms; (ii) projects the firms have worked on together; and (iii) how the work will be allocated among the firms.
Tab 6 (Limit 1 Page) Describe how your firm will approach developing a project team completing all phases of the project, and manage costs, quality and safety based on previous experience providing services for forensic behavioral health care construction projects and/or comparable projects greater than $150M.
Tab 7 (Limit 1 Page) Provide a list of projects where LEED certification has been achieved. For each project provide: the level of certification, the version under which the project was certified and the LEED rating system utilized.
Tab 8 (Limit 1 Page) Please note that while no final determination has been made at this stage, the aspirational goals for the proposed contract are 18% MBE, 12% WBE and 6% SDVOB. The goals refer to the percentage of utilization of your M/WBE and SDVOB sub-consultants. Explain firm’s anticipated approach to maximizing M/WBE and SDVOB participation in both the design and construction phases of the Project. Explain the firm’s anticipated approach to utilizing MWBE and SDVOB firms as key members with meaningful roles and responsibilities for the project. Provide summaries showing the firm’s and the subconsultants performance meeting M/WBE and SDVOB goals on past projects.
Tab 9 (Limit 1 Page) Provide a complete Diversity Questionnaire, included in this EOI as an attachment. It is the goal of DASNY to utilize qualified firms that have a demonstrated history of hiring, training, developing, promoting and retaining minority and women staff. This questionnaire elicits information about each responding firm in order to verify that its work environment demonstrates a strong commitment to diversity.

Pursuant to Executive Order No. 170.1 – Uniform Guidelines for Responsibility Determinations, Executive Order No. 125 – NYS Vendor Responsibility Questionnaire and Executive Order No. 192 – Continuing Vendor Integrity, DASNY may only award a contract to a responsible proposer. A responsible proposer must have the integrity to justify the award of public dollars and the capacity to perform the requirements of the contract fully. The proposer must file a vendor responsibility questionnaire with DASNY. The questionnaire provides the proposer an opportunity to self-disclose any issues and provide necessary information, which DASNY will use as part of its determination.
Based on the information received, the firms deemed qualified by review of their respective EOI’s will be short-listed and issued a request for proposal (RFP). Once selected, the short-listed firms will be posted on DASNY’s website.
In accordance with State Finance Law § 139-j and § 139-k, this solicitation includes and imposes certain restrictions on communications between Dormitory Authority personnel and an Offerer during the procurement process. Contacts made to other Dormitory Authority personnel regarding this procurement may disqualify the Offerer and affect future procurements with governmental entities in the State of New York. LIGHTING DESIGN CONSULTANTS: Over the course of hundreds of engagements, The Lighting Practice has refined its expertise in several key service areas. Our clients rely on TLP to present smart analyses, deliver insightful recommendations, and create and implement distinctive and cost-effective lighting designs. The following represents some of the more highly sought services we provide. We tailor these services to meet the specific needs of each of our clients. FULL-SERVICE LIGHTING DESIGN: Our normal scope of services starts with a conceptual or schematic design, and continues through the design development, construction documentation, and construction administration phases. Before beginning our design, we work with clients to understand their project goals, budget, and schedule constraints. Our intent is to develop lighting strategies that directly respond to these requirements. Through our involvement in all project phases, we monitor the design process and modify the lighting design, details, and specification to address changes in the architecture or field conditions. We participate in construction phase services such as shop drawing review and supervise the aiming of adjustable lights and the programming of sophisticated lighting control systems. This full scope of services ensures that the designed lighting intent is achieved in the final installation. LIGHTING MASTER PLANS: A lighting master plan establishes the standards and performance criteria for future development, organizes and prioritizes options for future funding, and defines a broad conceptual vision. TLP performs on-site surveys, measures existing light levels, and analyzes the overall environment to develop a comprehensive plan for lighting. We diagnose problems and identify opportunities to improve the appearance, efficiency, and cost-effectiveness of the facility’s lighting systems. Our intent is to create a roadmap that provides for cohesive and consistent lighting treatments as the facility expands and develops. DAYLIGHTING DESIGN AND ANALYSIS: Daylight in interior environments benefits the building owner and the end users. It provides a vital connection to the outdoors and a source of free light. However, if not carefully considered, it can also bring disabling glare and create excessive cooling load for the building through unwanted solar-heat gain. TLP uses computer modeling to analyze opportunities for daylighting. These models enable us to visualize and quantify the effects of daylight. Our goal is to provide spaces where the balance of daylight and electric light is appropriate and comfortable for people using the space. |
