The Dormitory Authority, State of New York (DASNY) is seeking to retain construction consultant firm(s) to provide services at various facilities throughout the State. The required services generally involve providing economic feasibility analyses on the prospects of using a Project Labor Agreement (PLA) for specified projects. These PLA studies will typically include some combination of the following: construction and labor market analysis, evaluation of existing collective bargaining agreements, assessment of the expected economic benefits, and overall conclusions and recommendations.
Interested Respondents must have experience providing the services described in the RFP.
It is DASNY’s intent to select and contract with multiple firms Statewide to provide sufficient coverage of services for clients located in all New York State regions. In addition, it is DASNY’s intent to provide opportunities to Minority-Owned, Women-Owned, and Service-Disabled Veteran-Owned Businesses as well as to small and new firms as practicable. Services will be requested and authorized on an as-needed basis and the type and value of each project will vary. The term of the contract shall be four (4) years with an automatic two (2) year extension provided neither party gives written notice of non-renewal.

As part of this RFP, each firm is required to certify that the firm is not an ‘entity conducting business operations in Russia.’
Pursuant to Executive Order No. 170.1 – Uniform Guidelines for Responsibility Determinations, Executive Order No. 125 – NYS Vendor Responsibility Questionnaire and Executive Order No. 192 – Continuing Vendor Integrity, DASNY may only award a contract to a responsible proposer. A responsible proposer must have the integrity to justify the award of public dollars and the capacity to perform the requirements of the contract fully. The proposer must file a vendor responsibility questionnaire with DASNY. The questionnaire provides the proposer an opportunity to self-disclose any issues and provide necessary information, which DASNY will use as part of its determination.

The deadline for responses to the RFP is 3:00 pm on September 21, 2023. Responses received after this date will not be accepted.
In accordance with State Finance Law § 139-j and § 139-k, this solicitation includes and imposes certain restrictions on communications between Dormitory Authority personnel and an Offeror during the procurement process. On-Site Photography & Videography Execution** When on-site, safety is a top priority. Equipped with proper personal protective equipment (PPE), I follow the established protocols while capturing high-quality visuals. Key aspects of this stage include: - **Site Photography**: Documenting construction phases, wide-angle shots of the site, and action shots of personnel and equipment. Capturing important moments like concrete pouring, welding, crane operations, or inspections. - **Personnel Photography**: Highlighting team members at work, capturing candid shots that show collaboration, and posed shots that spotlight key personnel for company use. - **Video Recording**: Filming footage that showcases construction progress, team interviews, or specific processes. Drone footage may be captured for aerial perspectives if permitted and necessary. - **Adaptability**: Being flexible to shoot in various lighting and weather conditions while adjusting settings for optimal quality. **3. Post-Production Editing & Review** Back in the studio, I begin the curation and editing process to ensure the final media files meet the client’s vision and project goals: - **Photo Editing**: Selecting the best shots, enhancing images for brightness, color correction, and retouching where needed, such as removing minor distractions to ensure a professional look. - **Video Editing**: Compiling footage, adding transitions, background music, voiceovers, or text overlays if required. Ensuring the final video flows smoothly and highlights key moments effectively. - **Consistency**: Ensuring that both photos and videos align with the client’s brand and visual standards. **4. Final Delivery of Photo and Video Files** The completed photos and video files are delivered through a secure, user-friendly platform. Clients receive: - **High-resolution images** suitable for print and display. - **Web-optimized images and video files** for easy online sharing on websites, social media, and promotional platforms. - **Customized video formats** based on the client’s intended use (e.g., full-length project overview, short clips for social media). **5.
