The Dormitory Authority of the State of New York (DASNY) is seeking proposals from firms to provide State Environmental Quality Review (SEQR) Consulting Services (RFP #7610) to assist DASNY in fulfilling its obligations pursuant to the State Environmental Quality Review Act (SEQRA), State Historic Preservation Act (SHPA) and State Smart Growth Public Infrastructure Policy Act (SSGPIPA). Services shall include the preparation of detailed SEQRA Environmental Assessment Forms (EAFs) with supporting technical documentation and/or various technical environmental analyses (e.g., traffic analyses, air quality analyses, natural resource inventories and assessments, land use/zoning assessments, etc.). Additional studies that may be required include environmental site assessments/audits, environmental impact statements, hazardous waste remediation plans, historic and archaeological studies, and Smart Growth assessments. A firm may be required to prepare, sign and seal a set of construction documents as part of an environmental review.

While projects can be located throughout the State, some of the requested work will be New York City based. The New York City based projects will require knowledge and expertise with the updated City Environmental Quality Review (CEQR) Technical Manual (2021) assessment methodologies and Uniform Land Use Review Procedure (ULURP) requirements.

The level of environmental review will be determined on a project-by-project basis. It is DASNY's intent to enter into contracts with more than one firm to provide these services. Services will be requested and contracted on an as needed basis and the type and value of each project will vary. Selection as a consultant does not guarantee that future work will be awarded.

Interested Proposers must have experience with the following:

(1) indicate the region(s) that their firm is proposing to perform services within, and be able to demonstrate extensive relevant experience with SEQR, (2) if the firm indicates region(s) including New York City, they must demonstrate familiarity with CEQR and ULURP, (3) employ experienced staff with thorough knowledge of their area(s) of expertise; (5) have experience with New York State and Federal Historic Preservation Review requirements of the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) and the U.S. Department of the Interior, as well as New York City Landmarks Preservation Commission (LPC); (6) have experience in the preparation of Environmental Impact Statements (EISs), ULURP documents and other technical assessments; (7) have New York State licensed architects/engineers to provide design services (8) have experience with the National Environmental Policy Act (NEPA) and other federal/state regulations, e.g. wetlands; (9) have experience with Federal, State and other local environmental review agencies; and (10) possess a Certificate of Authorization to provide engineering services in New York State from the State Education Department.

All proposers, domestic and foreign, must be in compliance with New York State business registration requirements. Contact the NYS Department of State regarding compliance. In addition, business entities proposing to provide professional engineering services must obtain a Certificate of Authorization to Provide Engineering Services in New York State from the State Education Department. Proposals must be submitted in the full legal name of the proposer, or the full legal name plus a registered assumed name of the proposer, if any.
