The Dormitory Authority State of New York (DASNY) is seeking Expressions of Interests (EOI) from Construction Management firms to provide design phase, construction phase and administration of general conditions for the design and construction of a new mixed use academic building at SUNY Fashion Institute of Technology (FIT) in New York City. The new building will be located along 28th Street between Seventh and Eighth Avenue and is anticipated to be connected to the existing FIT Feldman building. The new building will include classrooms, administrative offices, meeting rooms, a common area and various specialized use spaces. It is also anticipated that the project will involve renovations/modifications to areas of the Feldman Building.

Interested firms must possess substantial experience in: 1) Major capital projects for both new construction and renovations, specifically involving higher education programs, with a construction value greater than $100 million; 2) Prior experience involving LEED certified projects; 3) Projects performed under a Project Labor Agreement (PLA); 4) The construction of new buildings in a dense urban environment with very limited access; and 5) An in depth understanding of New York City codes, permitting requirements and occupancy requirements.

It is the goal of DASNY to encourage participation by qualified certified Minority, Woman and Small Business Enterprises (MWSBE) and Services-Disabled Veteran-Owned Businesses (SDVOB) as part of your team to the maximum extent practical and consistent with legal requirements.

Firms interested in responding to this solicitation must submit nine (9) copies of an  EOI to the contact noted below no later than 5:00 pm on February 04, 2016. EOI’s received after this date will not be considered. EOI’s must include the following information in the same tab order as described below and shall not be more than thirty-five (35) double-sided pages:

Tab1 – Provide a cover letter with your firm’s name, address and telephone number along the name, title, telephone number and email address of the individual within your firm who will be DASNY’s primary contact concerning this EOI.

Tab 2 – Provide your firms proposed project team including resumes with particular emphasis on large higher education projects located in dense urban settings.

Tab 3 – Provide a list of similar projects completed by your firm within the last eight (8) years. For each project provide:  the project name, the project location, the owner/contact information, a brief description of the project, the total cost of construction and the construction start and completion dates. 

Tab 4 – Provide a list of proposed sub-consultants to be engaged for this project. Indicate their discipline and the year established. Indicate which of the proposed sub-consultants are Certified NYS Minority or Women Owned Businesses (MWSBE) and/or Services-Disabled Veteran-Owned Businesses (SDVOB).

Tab 5 – Provide a list of projects your firm has been directly involved with that has obtained a LEED certification.

Tab 6 – Provide a list of projects your firm has been directly involved with while working under the terms of a Project Labor Agreement (PLA).

Tab 7 – Provide a brief summary describing why your firm would be the best choice to provide construction management services for this project.

Based on the information received, the top firms deemed qualified by review of their respective EOI’s will be short listed and issued a Request for Proposal (RFP). Once selected the short listed firms will be posted on DASNY's website.

In accordance with State Finance Law § 139-j and § 139-k, this solicitation includes and imposes certain restrictions on communications between Dormitory Authority personnel and an Offerer during the procurement process.  The designated staff for this procurement is Nicole White, RFP Coordinator (ph: 518-257-3667, Email: [email protected]).  Contacts made to other Dormitory Authority personnel regarding this procurement may disqualify the Offerer and affect future procurements with governmental entities in the State of New York.  Please refer to the Authority’s website (www.dasny.org) for Authority policy and procedures regarding this law, or the OGS website (www.ogs.state.ny.us/aboutogs/regulations/defaultAdvisoryCouncil html) for more information about this law. All proposers, domestic and foreign, must be in compliance with New York State business registration requirements. Contact the NYS Department of State regarding compliance.  In addition, business entities proposing to provide professional engineering services must obtain a Certificate of Authorization to Provide Engineering Services in New York State from the State Education Department.  Proposals must be submitted in the full legal name of the proposer, or the full legal name plus a registered assumed name of the proposer, if any.
